Proposed Package of Diversions at Yateley Common

Further to the package of diversions made in 2004 at Yateley Common on the east side of Cricket Hill Lane, it is now proposed to carry out a further package of diversions to the west of that road under the provisions of section 119 of the Highways Act 1980. A large scale map showing the effect of the proposed changes is attached.
Hampshire County Council is now working to a guidance document outlining the criteria that will be considered in assessing applications for diversion. This document can be viewed on the HCC website at the following address and should be read in conjunction with the requirements of the Highways Act 1980.

Background and details of proposed changes
These changes are being proposed in order to bring the recorded routes of Yateley Bridleways 15, 17 and 26 onto the routes that are either in use on the ground, or can more easily be created and maintained to provide safe, useful links to ongoing paths.
One significant benefit will be to improve the crossing points on Vigo Lane; this is a busy road that is heavily used by lorries and HGVs. The road is currently crossed six times by the recorded bridleways, most of these crossings being on dangerous bends with poor visibility. The proposed diversions would reduce the number of crossings to three, all of which will be on straighter sections with much better visibility to enable safer crossing.
The proposed diversion of Yateley Bridleways 15 and 17 adjacent to SIMS Metals (around point R on the consultation plan) will take the bridleway away from the site and the effects of changes that are being made in that area.

Stone Mastic Asphalt (SMA)
This is a type of road surfacing which has caused problems in the past. If laid incorrectly it can be very slippery in the dry. Hampshire Highways are currently using it to resurface roads in the Stubbington / Titchfield area, including we believe Cuckoo Lane, Moody Road, Titchfield Road and Meon Road.

Test Valley Core Strategy
Test Valley Borough Council proposed Core Strategy includes a feasibility study for bridleways etc in the New Forest Park. Its buried near the end, but think your group or riders in the area might want to comment. You can find the maps on p75.
